Second Vice-president

The Second Vice-president shall assume and perform the duties of the First Vice-President in the absence of the First Vice-president. In the event of the resignation of the First Vice-president, he shall become First Vice-president until a new First Vice-president is elected at the next General meeting to be called by the Executive.
